Who We Are

AIDEA — the Alaska Industrial Development and Export Authority — is Alaska's premier economic development finance authority, established by the Alaska Legislature to drive sustainable economic growth across every corner of the state. For more than four decades, AIDEA has partnered with businesses, communities, and governments to build the infrastructure, finance the enterprises, and unlock the resources that sustain Alaska's economy.

From the fishing docks of Southeast Alaska to the industrial corridors of the North Slope, AIDEA's investments span every region, every sector, and every scale — from rural small-business loans to landmark infrastructure projects that reshape the state's economic landscape.

AIDEA is a self-sustaining public corporation — not funded by state appropriations. We generate our own revenue through strategic investments, loans, and infrastructure projects, and we return those earnings directly to Alaskans through dividends paid to the State's General Fund.

As a public corporation, AIDEA holds a unique mandate: to act with the discipline of a financial institution and the values of a public servant. Every financing decision we make is measured not only by its financial return, but by its impact on Alaska's communities, its workers, and its future.

What We Do

AIDEA's programs are designed to reach every sector of Alaska's economy — from industrial infrastructure and energy development to small business lending and rural community investment. Infrastructure Development

AIDEA finances and develops long-term infrastructure critical to Alaska's economic growth — ports, roads, industrial facilities, and export terminals. By taking on complex infrastructure projects that the private sector cannot finance alone, AIDEA lowers barriers to entry and enables resource development that sustains Alaska's economy for decades.

Business Loan Programs

AIDEA provides long-term, low-cost financing to Alaskan businesses — from startups to established enterprises — through direct loans and conduit bond financing. Eligible businesses can access taxable and tax-exempt financing for new projects, expansions, and refinancing of existing debt.

Rural Development Initiative Fund (RDIF) & Small Business Economic Development

The Rural Development Initiative Fund is AIDEA's dedicated program for strengthening small businesses and rural economies throughout Alaska. In communities where conventional financing is unavailable or unaffordable, RDIF bridges the gap — providing access to capital for business starts, expansions, and sustainability.

Energy & Resource Development

The Alaska Sustainable Energy Transmission and Supply Fund (SETS) and the Arctic Infrastructure Development Fund (AIDF) represent AIDEA's expanded role in Alaska's clean energy and Arctic infrastructure future. These programs address the state's critical energy needs, reduce energy costs in rural communities, support Arctic infrastructure development, and position Alaska as a responsible leader in resource stewardship.

Alaska's vast geography and diverse communities are not a challenge for AIDEA — they are its purpose. Across the state's 663,000 square miles, AIDEA's investments reach communities connected only by air or sea, villages facing some of the highest energy costs in the nation, and Indigenous communities working to build economic self-determination on their own terms.

Through the Rural Development Initiative Fund, targeted infrastructure investment, and energy programs like SETS and AIDF, AIDEA channels capital and expertise into the communities that have historically been underserved by conventional financial institutions. AIDEA's financial strength is not an abstract metric — it is the foundation that enables every loan made, every infrastructure project launched, and every dividend returned to Alaskans. In FY2025, AIDEA achieved its strongest financial performance in its history, recording $67.4 million in statutory net income and earning an AA+ bond rating from S&P Global Ratings — the highest rating in AIDEA's history.

Since its founding, AIDEA has paid more than $512 million in cumulative dividends to the State of Alaska's General Fund — directly supporting public services, education, and government operations without drawing on tax revenue. In FY2025 alone, AIDEA declared a $17 million dividend to the General Fund, continuing a decades-long track record of self-sustaining financial performance.

AIDEA is governed by a Board of Directors and subject to rigorous oversight by the Alaska Legislature and the Governor. We publish annual reports, submit to independent audits, and operate with the transparency that Alaskans deserve from a public corporation managing more than $1.26 billion in assets.
